The Telecommunications and Post Regulatory Authority (TPRA) enjoys strong relationships at both national and international levels, cooperating with various entities through joint committees that work in full harmony to fulfill assigned responsibilities. Key partnerships include:
As the regulator of the telecommunications sector, TPRA collaborates with the Central Bank of Sudan, which oversees the banking sector, through joint committees to regulate electronic payment applications. This collaboration ensures the promotion of financial inclusion. TPRA grants licenses for financial applications in coordination with the Central Bank and relevant entities and monitors compliance with service quality and coverage expansion requirements.
TPRA coordinates with the Ministry of Interior on several activities, including:
- Coordinating between telecom operators and the civil registry to link SIM card registrations with national ID numbers.
- Working with relevant departments within the Ministry of Interior, such as the General Directorate of Investigations and the General Directorate of Criminal Evidence, on issues related to cybercrime.
TPRA collaborates with the Cybercrimes Prosecution Office, and the Sudanese Computer Emergency Response Team (CERT), part of TPRA, plays a role in combating cybercrime. It also coordinates with similar centers worldwide to address cross-border cybercrimes.
TPRA coordinates with the Ministry of Education regarding educational applications, granting licenses to such applications after receiving ministry approval.
Through a joint committee with the Ministry of Information, TPRA is responsible for licensing Sudanese radio and television stations, overseeing technical aspects, and regulating broadcast stations. TPRA coordinates with the Broadcasting Authority to monitor technical aspects of broadcast stations and facilitate the entry of broadcasting equipment into the country.

Participation in the National Electrotechnical Committee:
In 2022, the National Electrotechnical Committee was established at the initiative of the Sudanese Standards and Metrology Organization. TPRA, representing telecommunications equipment, is part of this committee, which is affiliated with the International Electrotechnical Commission (IEC). The committee works on adopting national standards or using international IEC standards as references in national laws and regulations. This allows stakeholders to contribute to the selection of IEC standards that suit the national market.
On December 1, 2016, a Memorandum of Understanding was signed between the Higher Council for Environment and Natural Resources, through the Climate Risk Financing Project, and TPRA to enhance resilience to climate changes for rain-fed farming and pastoralist communities in areas affected by rainfall variability. TPRA contributes by:
- Providing 200 mobile phones with SMS or calling capabilities to facilitate rapid communication among farmers.
- Supporting unified communication systems for early warning.
- Facilitating partnerships with telecommunications companies and the Agricultural Research Center, enabling farmers and pastoralists to receive climate forecasts, agricultural risk information, and livestock alerts via SMS.
Through the Minister of Telecommunications and Digital Transformation, TPRA is part of the Higher Emergency Committee, led by Sudanese Civil Defense, which oversees telecommunications emergency preparedness. TPRA is currently coordinating with Civil Defense to implement an Early Warning System Project, based on four main components:
- Identifying disaster risks through systematic data collection and risk assessment.
- Detecting, monitoring, analyzing, and alerting about potential hazards and their consequences.
- Disseminating timely, accurate warnings from a reliable source.
- Ensuring preparedness at all levels to respond to warnings.
These four interconnected components are coordinated across various sectors at multiple levels. TPRA is responsible for the third pillar, Civil Defense handles the first, and the Meteorological Authority oversees the second.
