Regional and International Relations

The Telecommunications and Post Regulatory Authority is committed to establishing strong and evolving relationships with organizations that have similar regulatory frameworks, as well as friendly nations on both the regional and international levels. The goal is to exchange expertise, technologies, knowledge, and experiences related to telecommunications and post services. To achieve these benefits, the Authority, on behalf of Sudan, has signed several Memoranda of Understanding (MOUs) with countries such as Egypt, Jordan, the UAE, Oman, Turkey, Chad, South Korea, Tunisia, Saudi Arabia, Mauritania, Algeria, and Ethiopia. These agreements have led to the development of numerous programs benefiting all parties involved.

Additionally, the Authority develops and implements executive plans and programs derived from these MOUs, which were signed by the Ministry of Communications and Digital Transformation with several countries such as Algeria, Pakistan, Turkey, Russia, Tunisia, and Mauritania.

  • The Telecommunications and Post Regulatory Authority has signed several MOUs to coordinate frequency allocations with neighboring countries such as Ethiopia, Egypt, South Sudan, and Chad. It also signed an MOU with the GSM Association (GSMA) to provide Sudan’s regulatory authority with black and gray lists for mobile phones globally, in addition to entering into agreements with type approval laboratories for telecommunications devices.
  • On the training and qualification level, the Authority has signed an MOU with the African Advanced Institute for Training in Telecommunications (AFRATLI) and the Arab Organization for Administrative Development, affiliated with the Arab League. An MOU was also signed with the African Smart Alliance on behalf of the Ministry of Communications and Digital Transformation.
  • Furthermore, Sudan, through the Ministry of Communications and Digital Transformation, has signed the African Union Convention on Cybersecurity and Personal Data Protection, known as the Malabo Convention, which became active and enforceable as of 2023 after ratification by 15 countries.

Sudan’s Membership in Regional and International Organizations:

Representing Sudan, the Telecommunications and Post Regulatory Authority has gained membership in several international and regional organizations, including:

  • The International Telecommunication Union (ITU)
  • The African Telecommunications Union (ATU)
  • The Arab Organization for Information and Communication Technology
  • The Arab Network for Telecommunications and Information Technology Regulatory Bodies
  • Arabsat
  • The Common Market for Eastern and Southern Africa (COMESA)
  • The Regional African Satellite Communications Organization (RASCOM)
  • The International Satellite Communication Organization (ILAC)
  • The FIRST Organization
  • Vice-President of several study groups within ITU, particularly in the areas of development, standardization, and radio.

In its regional and international activities, the Authority has gained several important memberships in executive boards, governing councils, and study groups, including:

  • Board member of the African Telecommunications Union
  • Executive Council member of the Arab Organization for Information and Communication Technology
  • Board member of Arabsat until 2020
  • Executive Committee member of the ARESIA (African Regional Internet Infrastructure) alliance
  • Board member of RASCOM
  • Member of the Arab Team for Frequency Spectrum Coordination
  • Member of the Arab Team for Standardization

Bilateral relations and agreements in the postal sector are a strategic tool for enhancing cooperation between countries and improving postal services. They play a key role in increasing the effectiveness of postal services by enabling knowledge exchange, experience sharing, and effective collaboration during crises through coordinated efforts and resource sharing. In addition to the aforementioned Memoranda of Understanding (MOUs), the Authority also approves and oversees agreements and Memoranda of Understanding (MOUs) signed by postal operators with their counterparts in other countries.

Sudan’s Membership in Regional and International Organizations:

Sudan is an active member of the following global and regional postal organizations:

  • Universal Postal Union (UPU): Sudan joined the UPU in 1956 and has been actively involved in various UPU activities, contributing to the development of the postal sector.
  • Pan African Postal Union (PAPU): A specialized organization within the African Union (AU) that coordinates and facilitates knowledge exchange to improve postal services across the African continent.
  • Arab Permanent Postal Committee: An Arab League committee that works to enhance cooperation between Arab countries in the field of post services and develop postal services. Sudan has been a member of this committee since its establishment.

In its regional and international activities, the Authority has gained several important memberships in executive boards, governing councils, and working groups, including:

  • Board member of the Universal Postal Union (2016-2020)
  • Board member of the African Postal Union
  • Vice-President of the Arab Team for Postal Regulation and Universal Service
  • Vice-Chair of the Arab Team on Postal Rates

International and bilateral relations in the internet sector are crucial to achieving various strategic goals that enhance the development of this vital sector.


Sudan’s Membership in Regional and International Internet Organizations:

Sudan is an active member of the following organizations:

  • Internet Society (ISOC): Sudan has been recognized as an ISOC Chapter, providing Sudan with membership and access to ISOC resources.
  • Participation in projects and activities of the Internet Engineering Task Force (IETF), which specializes in creating and updating technical standards for the internet
  • The Arab Internet Address Project (Domain Arab).
