Ibsar Electronic Project

As part of the Telecommunications and Postal Regulatory Authority’s commitment to supporting individuals with disabilities and ensuring their access to information and communication technologies (ICT), the Ibsar Project was launched to uphold the fundamental rights of this group. The project aims to empower visually impaired individuals and those with low vision to benefit from modern technologies, in alignment with ministerial directives enhancing programs for people with disabilities and the International Telecommunication Union’s resolution 1/1-20, which advocates for enabling their access to ICT services.

The first phase of the Ibsar Project was inaugurated on December 12, 2017, coinciding with the celebrations of the International Day of Persons with Disabilities, observed globally on December 3 each year.

Project Objectives:

  • Teaching Computer Skills: Training visually impaired individuals to proficiently use computers.
  • Internet Accessibility: Preparing them to access internet services and interact effectively with ICT.
  • Promoting Digital Inclusion: Enabling them to leverage modern technologies that create new opportunities for communication, education, and employment.

The Ibsar Project represents a significant step toward advancing digital equality, supporting the active participation of visually impaired individuals in building an inclusive digital society.
