Access and Interconnection

The Telecommunications and Post Regulatory Authority is responsible for regulating interconnection and access between licensed telecommunications operators. This is accomplished by establishing a comprehensive regulatory framework to ensure a fair competitive environment. The Authority aims to balance the rights and obligations of all parties, which helps protect consumer interests.

These responsibilities include the following:

  • Issuing interconnection and access policies to ensure the availability of telecommunications services at high quality and reasonable costs for end users.
  • Issuing binding guidelines for licensees regarding technical and economic requirements for access and Interconnection.
  • Reviewing and approving bilateral agreements between licensees.
  • Forming joint committees among licensees to discuss technical and operational aspects, aiding in reaching mutual agreements on interconnection services.
  • Ensuring that agreements provide a fair competitive environment among licensees and prevent any monopolistic practices.
  • Guaranteeing transparent and fair conditions for the provision of interconnection services, which fosters trust among all parties.
  • Setting necessary Quality of Service (QoS) indicators for interconnection, which should be part of the service level agreement between providers.
  • Providing a dispute resolution mechanism to address conflicts between licensees concerning access and Interconnection, ensuring satisfactory solutions for all parties involved.
  • Structuring fees related to interconnection and access to ensure they are cost-based.

The Authority plays a crucial role in managing and regulating interconnection services, which enhances service efficiency and protects the interests of all parties. The Authority issues binding directives regarding agreements among licensees, as follows:

  • Notifying the Authority in writing of any agreement reached and depositing a copy of the agreement with the Authority.
  • Ensuring the interconnection agreement includes comprehensive details regarding the agreed-upon services, technical and commercial aspects, financial compensation, payment methods, and dispute resolution steps.
  • Reviewing interconnection agreements to ensure compliance with regulatory principles; in the case of any inconsistency, the Authority reserves the right to reject them.
  • Any amendment to the interconnection tariffs specified in the agreement requires prior approval from the Authority.
