Universal Service

The Universal Service refers to telecommunications and postal services managed by the Universal Service Fund, aimed at providing communication services in remote and underserved areas and bridging the digital divide. It also includes regular mail, mail for the visually impaired, and any other postal services specified by the TPRA.

The Fund shall have the following objects, to:

  • Achieve spreading of Telecommunications and provision of postal services in the remote and rural areas;
  • Enhance and promote accessibility to modern technologies and systems in the field of Telecommunications and post;
  • Enhance and promote the field of the electronic applications and services, in the remote, rural and urban areas;
  • Encourage research innovation and development in the field of Telecommunications and Post;
  • Realize any other objects, as may aim at the promotion and development of capacity building and scientific research, in the field of Telecommunications and Post.
  • The Fund shall have the functions and powers necessary for achievement of the objects thereof provided for in Section 53.
  • Without prejudice, to the generality of the foregoing, the Fund shall have the following functions and powers, to:
  • Apply the State polices, in the field of provision of the universal service;
  • Lay down the rules and systems pertaining to the universal
    service;
  • Lay down the plans, programmes organizational regulations and directives to bridge up the digital gap and electronic services in the field of Telecommunications and post;
  • Acquire fixed and movable assets, and dispose thereof, in accordance with the provisions of the law;
  • Have any other functions, or powers, as may be necessary for achievement of the objects thereof.
