Process Description

  • Software as a Service (SaaS)
  • Platform as a Service (PaaS)
  • Infrastructure as a Service (IaaS)

The license is divided into six categories:

  • Cloud Service Provider (First Category):
  • This license is considered first-class according to the Licensing Regulation for the Telecommunications and Postal Sector of 2019.
  • It is granted to licensed telecommunications service providers of the first class and allows them to offer all cloud computing services.
  • Cloud Service Provider (Second Category):
  • This license is classified as second-class per the Licensing Regulation for the Telecommunications and Postal Sector of 2019.
  • It is granted to entities owning data centers established within Sudan and allows the provision of all cloud computing services.
  • Cloud Service Provider (Third Category – A):
  • This license is classified as third-class per the Licensing Regulation for the Telecommunications and Postal Sector of 2019.
  • It is granted to any entity offering cloud computing services without owning a data center, renting resources from the data center owner, and providing the service via its issued service agreements. A contract between the provider and the data center owner is required.
  • Cloud Service (Third Category – B):
  • This license is classified as third-class per the Licensing Regulation for the Telecommunications and Postal Sector of 2019.
  • It is granted to any entity offering cloud computing services without owning a data center, renting resources from the data center owner, and providing the service via its issued service agreements. A contract between the provider and the data center owner is required.
  • Cloud Service Provider (Third Category – C):
  • This license is classified as third-class per the Licensing Regulation for the Telecommunications and Postal Sector of 2019.
  • It is granted to entities delivering cloud computing services through their private data centers, restricted to providing only Software as a Service (SaaS).
  • Data Center Service Provider:
  • This license is classified as third-class per the Licensing Regulation for the Telecommunications and Postal Sector of 2019
  • It is granted to entities providing hosting services in data centers without utilizing cloud computing technologies.

Process Description

The process of issuing an official document approved by TPRA for previously licensed companies to continue providing data center and cloud computing services, including:

  • Software as a Service (SaaS)
  • Platform as a Service (PaaS)
  • Infrastructure as a Service (IaaS)

The license is divided into six categories:

  • Cloud Service Provider (First Category):
  • This license is considered first-class according to the Licensing Regulation for the Telecommunications and Postal Sector of 2019.
  • It is granted to licensed telecommunications service providers of the first class and allows them to offer all cloud computing services.
  • Cloud Service Provider (Second Category):
  • This license is classified as second-class per the Licensing Regulation for the Telecommunications and Postal Sector of 2019.
  • It is granted to entities owning data centers established within Sudan and allows the provision of all cloud computing services.
  • Cloud Service Provider (Third Category – A):
  • This license is classified as third-class per the Licensing Regulation for the Telecommunications and Postal Sector of 2019.
  • It is granted to any entity offering cloud computing services without owning a data center, renting resources from the data center owner, and providing the service via its issued service agreements. A contract between the provider and the data center owner is required.
  • Cloud Service (Third Category – B):
  • This license is classified as third-class per the Licensing Regulation for the Telecommunications and Postal Sector of 2019.
  • It is granted to any entity offering cloud computing services without owning a data center, renting resources from the data center owner, and providing the service via its issued service agreements. A contract between the provider and the data center owner is required.
  • Cloud Service Provider (Third Category – C):
  • This license is classified as third-class per the Licensing Regulation for the Telecommunications and Postal Sector of 2019.
  • It is granted to entities delivering cloud computing services through their private data centers, restricted to providing only Software as a Service (SaaS).
  • Data Center Service Provider:
  • This license is classified as third-class per the Licensing Regulation for the Telecommunications and Postal Sector of 2019
  • It is granted to entities providing hosting services in data centers without utilizing cloud computing technologies.

  • IoT licenses are categorized as follows:
  • Public IoT Applications License
  • Private IoT Applications License (Not for commercial use)
  • Each category is further divided into two subcategories as per the 2019 Telecommunications and Post Licensing Regulation:
  • Category Two License: Allocated with resources provided by TPRA.
  • Category Three License: Utilizes resources obtained from licensed operators.
